[Emerald] Calls Table Size

Our calls table has grown to a level where I think to even consolidate
it would take forever. We really need to start consolidating because
we have hour based accounts now. We don't want to lock people from
logging in during the process. Is there a way to just blow away all
the records quickly without locking the table so people can't login
for any extended period of time?
