If the Setup Charge is left as "Standard" and that particular service
doesn't have a charge associated with it, then a charge of $0.00 is still
automatically generated for some reason. Having a zero charge doesn't cause
any problems, but it's pointless to create it and it ends up as clutter in
the MBR's History tab.
