We are running emerald 2.5.263.

I have defined a setup charge, rates and have created a service which uses
the
setup charge and rate. There is no recuring monthly charge.

When we try to create an invoice we never charge anything it is always $0.00
due on the account.

I once did a custom setup charge and specified the same charge and it was
billed.

As far as I can tell the service has been setup correctly for billing.
