The Allow overtime doesn't block them from logging in more than that,
it tells Emerald whether to bill for the overtime or not. You need to
use the timebanking option (with time banking enabled in RadiusNT) for
this to work correctly. Just enter the amount of time the person buys
in the TimeLeft field for thier service (in minutes) and they will be
refused when they run out.
