Here's a pretty late reply (I hope you discovered a solution!)
I don't know why you have to get out of MMC to see the site (that sounds
like a bug in the program, unfortunately). But the experience I've had with
FrontPage makes me think it's a permissions issue. For some reason, could
the permissions on your new web directory be excluding the anonymous account
(IUSR_Machinename)? If you install the FrontPage extensions on a directory
that doesn't grant access to anonymous users, then they will be excluded
after installing the extensions too.

That's pretty obvious advice, I suppose, but I guess it can't hurt to say
it.
