Automated opening of ASP page

I want my NT Server to automatically send out email ( everyday ) containing
how much time each user used up so far in the month.

I could do it manually by opening my browser and then calling up an ASP page
which extracts the user's used time and then sends out the email.

I know ServerObjects.com has this RoboHTTP thing that could open ASP pages
in a timed manner, but it's $89.95.

My question is, is there a free program out there similar to RoboHTTP ?
