ems25b7-3.zip is the full installation that replaces ems25b7.zip.
ems25b7-4.zip is updates to it. You must run the install of either
ems25b7.zip or ems25b7-3.zip and then you can update just the clients.
You'll also need to run the ems25b7.zip script against your DB as well.
