I'd create a new empty database and use the tranfer tool to copy your
database. This is described in detail in the 2.5 release notes (making
a test copy of your database on another server or database).

the *.sql scripts in the distribution.

I would recommend the later. You most likely will not be able to
import 2.2 data into a 2.5 database w/out a lot of pain.

No, just one to update a database.

the *.sql scripts in the distribution. See master.bat to create a
single one that you can run in isql_w.

updttabs.sql
