Port-Limit

I know this a little off-topic, but:

In the radius defaults, is port-limit=1 a check or a reply item?

I see that the multi-line bonding in Win98 seems to work well on Bay
Networkd 8000 NAS's, but the port-limit does not seem to prevent them from
picking up additional modem lines. These are definately analog connections.

How can I prevent them? I am unable to use the port-limit checking in
radius because the online table does not stay sync'd properly, even if
cleared every night.
