Subject: date format checking
Description: Added a generic routine to check the date format for the batch and
rad logs dates. We will add this to check more fields in later
revisions. The labels next to fields can either be red (the field
must be changed before continuing) or blue (the field should be changed
before continuing, but does not have to be).
