You can put the passwd file into the data directory of RadiusNT
and use a Password = "UNIX" entry to authenticate against it.
You can also use this entry at the bottom of your users file:

DEFAULT Password = "UNIX"
atribute = values,
etc...

To default all auths to the passwd file. ODBC mode also supports
UNIX as a password to indicate it to look at the passwd file as well.
