Text backup is a semi-experimental option for ODBC mode.

Yes. Basically if RadiusNT loads the users file when it starts and
if it runs into ODBC problems, it will fail over to the text list.
This hasn't been tested that much and there still is a lot of
issues to deal with.

Basically, this option is suppose to tell RadiusNT to load the user
list from the database and save it to the users file, as well as use
it for ODBC problems. Its really just a shy step past theory right
now. Both of those options should really be invisible, but I
decided to see if someone want to play with them and give some feedback
so far.

I believe most of this has been corrected.
