Static IP w/ ISDN

I have a dual channel ISDN user dialing in that requires an assigned IP
address. Right now I successfully have the address assigned on one channel
but when the second channel tries to come up it fails. Channel one remains
connected with the proper ip, channel 2 reconnects every 30 sec or less
always dropping immediately.

On the client side we are running NT server with the original RAS and a
Motorola Bitsurfer. The NT is reporting a failure with the IP number
assignment. On our side it's a Total Control Chassis with HiperDSP (Radius
2.5 in ODBC mode).

Here's the kicker. If I don't assign the IP address both channels will
come up successfully (each channel is assigned diff IP's from TC unit, the
second channel ignores the 2nd ip# and bonds with 1st ip#).

Is this a radius issue? How is this handled?
