Run radius in text mode and put this at the end of your users file:

DEFAULT Password = "ANY"
User-Service = Framed-User
Framed-Protocol = PPP

You may have to reconfigure the radius setup so it doesn't go looking for
emerald database for accounting. In emergencies you could:
radius -remove
then
radius -x15
from the radius directory. with -x15 you can see whether it is
authenticating or rejecting people.

Remember that you have to put the nas addresses and secrets in your clients
file to!
