Sure, you can have a web interface to create new NT user accounts but do you
really want to do this? What will stop everyone from coming in and creating
accounts that can then use mail or are you trying to make a free mail
service? If you are doing that, you may want to consider Emurl from Seattle
Labs that allows someone to see their mail on existing POP3 servers via the
web.

Are you trying to allow the user to make only ONE extra account?
