Have the following problems trying to install IE4 on a Window NT Server 4
(Service Pack 3 installed) intel machine, plenty of disk, restricted RAM
(64MB)

It goes to install the software and says :

"Setup was unable to install all of the components. Please close all
applications and try running setup again."

It does not matter how many applications and services I stop, I have no luck
installing IE4.

Any ideas?

You must have a proper configured ip-routing on that machine. Just remove
the route for the internet from the dial-ins.
