A per-seat license is one where you purchase a license for every
"seat" (typically each computer). A per server license if what you
are thinking of, where you purchase x licenses for the server, and
the server can have up to that many concurrenct users connected.

In your case, per seat would mean each of your users, which is not
what you want. :)
