A line needs to be added to c:\winnt\frontpg.ini:
[FrontPage 3.0]
FrontPageRoot=C:\Program Files\Microsoft FrontPage
FrontPageLangID=0x0409
UILangAbbrev=enu
SMTPHost=mail.yourserver.com
etc...

Stop/restart the Web Publishing service from the Control Panel.
