Install Problems with Emerald

We have successfully installed Emerald on Win95 stations, but We are
encountering problems installing on our NT 4.0 (SP3) systems (both server
and workstation).

Emerald Version is 2.1.11
Error message when loading client is " 53:File not found"
Error message when loading administrator is "Can't load (or register)
customcontrol 'VBSQL.OCX'. "

We have made attempts on 3 different systems 2 Wkstations and 1 server (New
installation) results were identical on all systems.

Suggestions?
