Bob,
If Dale's suggestion of modifying the services file still does NOT
work for you, try what I did. Run 'netstat -a' before running 'radius
-x15' and then run 'netstat -a' after running 'radius -x15'. Compare
the 2 outputs and the differences should be the radius authentication
and accounting ports RadiusNT is using. For example, after running
'radius -x15' my netstat shows:

Proto Local Address Foreign Address State
UDP 0.0.0.0:1645 *:*
UDP 0.0.0.0:1901 *.*

UDP port 1645 is for authentication and UDP port for accounting is
1901! I still haven't figured out why RadiusNT is not using my
services file, but using 1901 as the accounting port on my access
server works fine. And I still don't know why running 'radius -x15'
shows the accounting port as "Defaulting to port 27911 for RADIUS
Authentication."

See the install.txt, specifically the section about modifying
the services file. RadiusNT 2.2 defaults to the wrong accounting
port if you don't specify a port in the services file.
