Account Terminate Cause "9"

Does anybody know what an account terminate cause of 9 means? We have a
user that is continuously being bumped off at the one minute mark with this
message in the calls table. He is an ISDN customer dialing in to a Shiva
LAS, and authenticating and accounting with Radius 2.2
