Each Service (SubAccounts record) has an AccountID and AccountType.
RadiusNT first checks the RadConfigs table for matching entries of
the user's AccountID. If one or matches are found, those attributes
are sent. If no matches are found, RadiusNT then checks the
RadATConfigs table for matching entries of the user's AccountType.
If one or matches are found, those attributes are sent. If no
matches are found, RadiusNT sends a reject.

Therefore, you set defaults in the RadATConfigs table, and if
a user needs a specific set of attributes, you use the RadConfigs
table.
