Assuming you are not talking about authenticating against the
NT SAM, RadiusNT 2.2 supports the CHAP attribute for RRAS to
work correctly. Prior versions (like 1.16) do NOT support
CHAP outside of the authenticator, which is what RRAS is
doing.
