Do you have R&RAS installed or just RAS? You need the former in
order to have RADIUS support.

What does your server file contain? You have to add information
to RadiusNT so that it knows it can accept requests from radlogin
or it will just ignore them.

You probably should start by turning all of the above options off.
Once you get the basics working, then you can turn them on.
