I have seen this.

Some of these are guess's, but it makes sense to me.

Often when the system boots up, and in a hurry to get the past the log in
so the startup applications start. The system is still starting services.
With many more ip address's, I would guess the "Network Browser" takes
longer to load, Server takes longer, etc. This makes the machine very busy.

RadiusNT starts (possibly) before the "Network Browser" finishes loading,
and radius cannot reach your sql server yet, or the system is still busy
loading services, and apps take lower priority for cpu use.

I start radius minimized now and don't pay attention to it. It eventually
loads.

I used to stop it and load it manually several seconds later.

I would watch it and see if it ever loads completely. If it does "OK" then
don't worry. If it doesn't, create a batch file and have the "AT
Scheduler" load it in 30 or 60 seconds.

I don't know if this makes sense. Maybe?
