Trouble with SAM Authentication

We are currently running IIS4.0 on an NT 4.0 with Option Pack 4.
Our Ascend MAX terminal is configured and accepting calls.
The NT Server is configured as a Member Server within our local LAN Domain.
We would like to authenticate users using the machine's local SAM as opposed
to the Domain SAM.
Our text file, which consists of:

DEFAULT Password = "WINNT"
User-Service = Framed-User,
Framed-Protocol = PPP,
Framed-Address = 255.255.255.254

In debug mode, we receive the response....

Loading users
user: default
1 users loaded!
Radius: no such service: radius/udp in your services file
Defaulting to port 1645 for Radius Authentication
Radius: no such service: radius/udp in your services file
Defaulting to port 27911 for Radius Authentication
Radius NT is ready to receive requests!

All dial in users are member of the Local Users group which has been granted
the right to logon locally through User manager for domains.
However, radius cannot authenticate through the SAM. Only when a user and
password is specified through the users text file can they be verified.

any help would be appreciated as we are hoping to be live in 10 days.
