using Framed_Route attributes per user

This might be a more complex issue than I am understanding it to be, so
follows is a quick diagram:

Now, assuming my attempt at an ascii stick drawing comes through, I want to
be able to make a decision, based solely upon user profile, which interface
the user goes "out" of on the Cisco 7513 to reach their individual
networks. At each end of the outbound T1's, is a different agencies' LAN.
I do not want users from other agencies able to access the LANs of their
"counterparts."
Is the Framed_Route attribute the correct setting to force certain users
out through pre-determined pipes? Or is there some other method which
Radius can use to enforce this scenario?

Any construtive assistance to accomplish this goal accepted. Thanks much
for the assistance.
