Is there a way in RadiusNT to tell it to look at a different SQL server if
it does not get a response from the initial one? We are setting up a
backup SQL server, and I would like to have the Radius server be able to
switch SQL servers on the fly if it is possible.

Go into your NAS and assign a secondary (and if applicable, tertiary)
radius server for either AUTH and/or ACCT. If the normal radius server
doesn't respond within a given period of time, it'll try the secondary and
so on.
