Watson on iis 3.0

This morning our iis service Watsoned and stopped. The service watcher we
use vainly tried to restart the service, but the Event Log reported "unable
to initialize socket library". Does anyone have any thoughts or suggestions
or should I just assume that memory got hosed and accept it as an anomaly?
