Kevin...I think what you may need is a product Adtran makes...thier TSU 120.

We use it to split a T1...4 channels are the incoming channels from our
remote PM3 and the other 20 are the PRI for our local PM3. Setup was a snap
and Adtran makes good hardware. Channelizing a T1 is no problem.
