All I did on my Win95 machine was :

1. Go to Network Neighborhood
2. Double-click on my NT server
3. Go to the directory containing the Access 97 database used by RadiusNT
4. Double-click on the said database

Then Access 97 would then run and try to open the database.

How do I open it up in non-exclusive mode ?
