Well, the Unable to Negotiate Connection error.

I have one Win 3.1 client who didn't have an error, but the one I just
configured had the problem. I was able to fix it though by checking the
Bring Up Terminal Window box - which is kind of wierd since RRAS doesn't
act like a regular terminal server.
