The Packetshaper from Packeteer is what we use, and it works very well.
You can both monitor bandwidth usage, as well as prioritize traffic to
different hosts.

Subject: How to Monitor and/or Limit Bandwidth for
Co-Loc's?

I am presented with the issue of how to monitor and/or limit the
bandwidth
available/used-by to a clients colocated server. I assume their
are both
hardware and software implementations of this. Can anyone point
me in the
right direction?
