ISP Switchover file? (.ins / .isp)

Hi-
Is there a way to simply change Internet connection settings and add a
dialup networking connection with a simple .INS file? One of our local
competitors has recently gone south & left us with a number of people who
wish to signup. They all have existing software but need their Internet,
dialup & TCP settings modified on their systems to reflect our own server
settings. I'm thinking I can simply give the users a disk with a .INS file
& have them double click it to change their Internet settings. Does anyone
remember how those .INS files work or have a URL to documentation?
