remote start services

Is there a util out there that can remote start services? I know you can
telnet in, (provided you have a telnetd installed) and do a net start
<service>, but I'd really like something that could do it remotely like
the server manager does it. Server manager doesn't appear to have any
command line capabilities, unless i'm missing something. Idea is to
automatically fire off some type of script when a services goes down, and
restart it before its noticed.
