Graph 1: Full T1 to Chicago, 68 dialup lines, full news feed, and an ftp
site moving about 900MB per day.

Graph 3: 256K Frame Relay, 14 dialup lines - Real Overkill

None of these are anywhere near capacity. I would guess that allowing
about 56K - 64K per 10 dialup users.
