IIS 4.0 Memory and CPU hog?

Just droped IIS 4 on a system we use for testing here and system went from
30% average CPU usage to 98% and memory went from 38MB in use to 148MB in
use. Most being hoged by cisvc.exe and cidaemon.exe. Any ideas?
