Cakk Consolidation is NOT required with Emerald, unless you want
to do usage charges.

You're not. 2.5 uses the same 2.2 consolidation, just a little less
trafrficy. Emerald 3.0 (don't even ask about it....) will have a
complete re-vamp of this area.
