Time on Start/Stop times

What are the "Start Time" and "Stop Time" values created by (on the Time On
tab of a Service). They appear to make no sense at all, and I am having to
manually change them *every* time I want to check a customers connection
time.

For instance, I have a customer who is paid through 1/31/98. Today
is 12/5/97. I check the customers service for his time on records, and the
Start Time is defaulted to 2/28/98 and the Stop Time is defaulted to
3/28/98. !!!!!

Whats wrong with this and how do I fix it.
