Does an Emerald license include a license to run backup standalone
RadiusNT? (For instance the purchase of the Emerald package with MBR's)

It seems that one must run a backup as standalone if one is providing
redundancy in case of ODBC failure... since my tests show that RadiusNT
won't read text files if RadiusNT is configured to -b AND the ODBC
source fails or disappears (or reappears).

Please confirm.
