accounts tab disappears after install of radius 2.2

The Emerald client account's tab no longer shows up, since I installed
Radius 2.2 today. Prior to that I had Radius 1.16.60 installed.

I tried uninstalling and installing Emerald, but the accounts tab just
shows up as a greyed blank.

Yet when I install Emerald on another machine I can see the accounts tab
from the client... though on that machine it tells me that some of the
reports have errors and that a pg32.dll can not be found.
