100 good requests??? How can one tell how it's behaving from 100
requests?

That sounds very very different than:

Please read the licensing agreement below before using Emerald. By
installing Emerald, you
agree to the terms of the license. The evaluation
period for Emerald is 45 days and allows a
maximum of 500 Master Billing Records to be
entered into Emerald. At any time, you can purchase
a full license for Emerald and update your
software without losing any information you have already
installed into the Emerald database.

Without a license, it will only allow 100 users from the
users
file or, in odbc mode, 100 good requests.
