SQL and emerald admin

i have configured the database called Emerald and the device name called
EmeraldDev with a filename of Emerald.Dat located in the mssq\data\
directory. I have put the SQL Scrpts path to be set to c:\program
files\emerald
this is where the insttabs.sql file should be located and is. When i
create I am getting an error from the Emerald Admin saying " Create
Device Failed Please chekc the Device settings and Retry"

What Does this mean? How can i fix it.
