SQL emerald admin error

i am gettting this error after trying to create the database with the
emerald admin.
"File:..\insttabs.sql Not found.
Check your emerald.ini SQL Path=setting"

I created the database called emerald_database and the emerald.dat
my emerald.dat is in the c:\\mssql\data\ directory.

Please help
