Setting up a back-up RadiusNT server

Hi

I'm trying to set-up a second RadiusNT server. Right now I have one
set-up and its running smooth. but I can't get the second to authenticate.
here's what I did. I installed the second server and modify the files as
per the instructions, I can test it with radlogin and it works now if I
turn off my primary to force my NAS to look at my second it finds the user
and I get the normal -x15 debug screen:

What it will do is display this 9 times before the computer that I'm using
to dial in will ask me again to put my user name and password. Also while
I was testing it a few users try to connect and the same thing happend. My
guest it seems that I have to communications from radius to my NAS. I even
copy my client & user file from my primary and did the same. Any ideas or
suggestion? Thanks.

BTW I'm running:
winnt4
radiusNT 1.16.60
using a text file users. file
and a PM3
