RADIUS TAKING NEAR 100% CPU RESOURCES

I think I've seen something about this before, but can't find anything
on it. I've recently taken over the administration of an NT server for
an ISP serving about 600 customers. Just in the past few days, we've
seen a tremendous slow down when trying to do do admin tasks on the
server. We have a Pentium 166 with 132MB RAM, NETSERVER 16's, but using
Radius 1.16.60 to authenticate. I ran Performance monitor and
displayed the usage for processor and radius and they mirror each other
at about 98% and 96% respectively. If I show the http logon as well, it
jumps to 100% and stays there. I know we're not that busy, and I can
watch the modems to see when people are dialing in and logging on with
no correlation to the perfomance monitor. It's as if the RADIUS is
continually checking with it's ACCESS database or trying to log people
on. Any ideas? When I turn off Radius in the services control panel,
the performance monitor drops to less than 10%. It hasn't locked up
yet, but I do fear that happening. Thanks in advance for any assistance
anyone can give me.
