-A is not for radius Accounting. -A telles RadiusNT to check the
accounting packet's secret and to provide a secret on the return.

The second part is typically what gets NASes like Ascend which
require the accounting packets to be signed with the secret.
RadiusNT 2.2 automatically signs all packets now, and can optionally
enforce the NAS the with the -A or ReqAcctAuth option.
