Go to http://www.microsoft.com/ntserver and click on service packs. Scroll
to the bottom and click on the FTP site. (Don't remember the address).
Click on Post SP3 and look for IIS-FIXI. The FIXI is Intel and The FIXA is
for DEC Alphas.

You are being hit by a CGI request > 6K in size. We were similarly
attacked over the weekend by a guy that calls himself Philer or Inhale. He
play with NT machines, but like to Hack linux and create extra shell
accounts with root access. He's a real pain.
