Netscape told me that loading a new server actually required a licence for
every instance of the server.

We ran 16 Hardware Virtual servers on one machine with mail for about 400
users with NO Problem.

Netscape Fastrack Server also has a Software Virtual Server option that let
you create multiple v servers on one ip address, however I didn't play with
it much
