IIS won't do it. I know SurfWatch has a version of their software for
Intranet use. Other than that, look around on the net for relays/proxy
servers. Some will limit access based on IP, most log every access. My
favorite is a relay called Sang's. Don't know the URL off-hand, just go to
AltaVista and search +Sang +Relay
